Did anybody look at this sign to make sure it communicates what is intended?

The other day, we were walking in our neighborhood, and this sign stopped me in my tracks. What does it mean? Did anybody look at this layout before producing the sign? Taking it literally, it indicates that no construction traffic is allowed to go down this street, but any other traffic is fine. I'm pretty sure that's not what they intended. Why? For one thing, they barricaded the street, indicating they don't want any traffic. Also, there were plenty of construction vehicles down the block. Doing construction. From the other direction, they used a different sign. This one has no words, but it is easy to understand. It is a warning that there is construction going on. Finally, we walked to the other end of the street, and found this sign. This one is clear. There is road construction ahead. What do I think happened?
